Life in Shivgad is peaceful until Jaikant Shikre, a high-profile extortionist with a political safety net, is forced to travel to the village to sign a bail bond. Jaikant expects the local cops to cower. Instead, he meets Singham. When Jaikant tries to flex his power, Singham humiliates him in front of the entire village, treating the kingpin like a common street thug.

In the end, Jaikant Shikre finds that no amount of political power can save him when the entire pride of lions decides to hunt at once.

Vowing revenge, Jaikant uses his political connections to get Singham promoted—but there’s a catch. He has Singham transferred to the city of Goa, Jaikant's personal playground where the police, the politicians, and even the street vendors are on his payroll.

Singham arrives in Goa to find a police force that has forgotten what it means to wear the uniform. They are demotivated, corrupt, and living in fear. Jaikant makes it his mission to break Singham’s spirit, orchestrating a series of psychological and physical attacks, including framing Singham’s mentors and threatening his family.
