No longer wearing the bright primary colors of a hopeful tomorrow, High Councilor Superman ruled the Earth with an iron fist. To ensure "peace," he eliminated crime entirely. Dictators were dethroned, armies were disbanded, and any who dared to resist his global Regime were vaporized or imprisoned.

Ultimately, the Insurgency's Batman realized that only one person could truly stop a fallen God. They needed their own Superman.
